    That members of the public are not permitted to physically attend the February 24, 2021 meeting of the Central Cariboo Rural Directors Caucus due to the COVID-19 pandemic. As per Ministerial Order from the Minister of Public Safety and Solicitor General the Regional District cannot, at this time, ensure the safety of staff, Committee members, and members of the public in such circumstances.  Despite this, for the purposes of Division 3 of Part 4 of the Community Charter, the meeting is not to be considered closed to the public.

    Openness, transparency, accessibility, and accountability, in respect of this meeting, will be achieved by the open publishing of the minutes.

    That the agenda be adopted as presented with the addition of discussion items regarding Williams Lake Community Wildfire Protection, recent power outages in Electoral Areas D and F, and Stampede Parade funding.

    That the minutes of the Central Cariboo Rural Directors Caucus meeting, held January 27, 2021, be received and adopted.

Anne Burrill, Executive Director, and Larry Stranberg, Chair of the  Social Planning Council of Williams Lake and Area joined the Caucus meeting, via TEAMS, to present an update on the Council's activities.

    That the letter from the City of Williams Lake, dated October 21, 2020, together with the list of City parks facilities and services that could be jointly funded between the City of Williams Lake and Cariboo Regional District, as referred to the January 27th Central Cariboo Directors Rural Caucus for discussion and a report back to the Joint Committee, and subsequently referred to the February meeting of the Rural Caucus, together with an update on the status of the Memorandum of Understanding with the City of Williams Lake, be received.

    That a letter be forwarded to the City of Williams Lake stating that the Cariboo Regional District respectfully declines the City of Williams Lake's request for the Cariboo Regional District to financially participate in the operation of City parks facilities, and that the Central Cariboo Joint Committee be provided with a verbal update at its February 24, 2021 meeting.
