    That members of the public are not permitted to physically attend the September 10, 2020 meeting of the CRD Committee of the Whole due to the COVID-19 pandemic. As per Ministerial Order No. M192 from the Minister of Public Safety and Solicitor General, dated June 17, 2020, the Regional District cannot, at this time, ensure the safety of staff, Board members, and members of the public in such circumstances.  Despite this, for the purposes of Division 3 of Part 4 of the Community Charter, the meeting is not to be considered closed to the public.

    Openness, transparency, accessibility, and accountability, in respect of this meeting, will be achieved by the open publishing of the minutes.

Bruce Blackwell of B.A. Blackwell and Associates Ltd. joined the meeting, via teleconference call, to provide an update on the Community Wildfire Protection Plan for the Lac La Lache/100 Mile House Fringe Area.

    That the Community Wildfire Protection Plan for the Lac La Hache/100 Mile House Fringe Area be referred to staff for a report back to the Committee of the Whole at the time the Volunteer Fire Department review is discussed in further detail.

    That a representative from the Ministry of Forests, Lands, Natural Resource Operations and Rural Development's Water Stewardship division be invited to attend as a delegation to hear the Committee of the Whole's concerns about the persistent high water and potential for spring freshet flooding.

    That the memorandum from Nigel Whitehead, Manager of Planning Services, dated September 3, 2020, regarding park model trailers, seasonal dwellings, dry cabins and short term rental accommodations, be received. Further, that the issues of seasonal dwellings and dry cabins be referred back to staff for further research and to develop recommendations/best practices for the Committee's consideration.

    That the memorandum from John MacLean, Chief Administrative Officer, dated September 2, 2020, regarding proposed expansion of Bylaw Enforcement Services, be received. Further, that staff look into expanded/expedited bylaw enforcement in regard to animal control and dangerous dogs and report back to the Committee of the Whole.

Further, that staff research this topic including communicating with First Nations groups, and report back with further details on potential opportunities.
