  That members of the public are not permitted to physically attend the March 4, 2021 meeting of the Committee of the Whole due to the COVID-19 pandemic. As per Ministerial Order from the Minister of Public Safety and Solicitor General the Regional District cannot, at this time, ensure the safety of staff, Committee members, and members of the public in such circumstances.  Despite this, for the purposes of Division 3 of Part 4 of the Community Charter, the meeting is not to be considered closed to the public.

  Openness, transparency, accessibility, and accountability, in respect of this meeting, will be achieved by the open publishing of the minutes.

DELEGATIONS

3.1

Delegation - Cariboo Agricultural Research Alliance

Dave Zirnhelt, Chair of the Cariboo Agricultural Research Alliance (CARA) and Serena Black, CARA Coordinator, joined the meeting, via electronic means, to discuss CARA's initiatives, its long-term vision to support an economically thriving agriculture sector and the opportunity to collaborate.

Director Cobb joined the meeting during this presentation.

Director Mernett left the meeting. 

The meeting recessed at 11:15 a.m.

The meeting reconvened at 1:01 p.m.
