    That members of the public are not permitted to physically attend the November 25, 2020 meeting of the Central Cariboo Rural Directors Caucus due to the COVID-19 pandemic. As per Ministerial Order No. M192 from the Minister of Public Safety and Solicitor General, dated June 17, 2020, the Regional District cannot, at this time, ensure the safety of staff, Caucus members, and members of the public in such circumstances.  Despite this, for the purposes of Division 3 of Part 4 of the Community Charter, the meeting is not to be considered closed to the public.

    Openness, transparency, accessibility, and accountability, in respect of this meeting, will be achieved by the open publishing of the minutes.

Further, that the following meeting schedule for the Central Cariboo Rural Directors Caucus be endorsed, with meeting start times to be 3:00 p.m.:

    That the Grants for Assistance Evaluation Report and applications as presented to the Central Cariboo Rural Directors Caucus on November 25, 2020, be received.  Further, that funds be allocated in the 2021 Grants for Assistance budget as follows:

    1)    Cariboo Kennel Club - $666.67 from Electoral Area D, $666.67 from Electoral Area E, and $666.66 from Electoral  Area F, for a total of $2,000

    2)     Communities That Care - $1,666.67 from Electoral Area D, $1,666.66 from Electoral Area E, and $1,666.67 from Electoral Area F, for a total of $5,000

    3)     McLeese Lake Recreation Commission - $5,000 from Electoral Area D

    4)     New Horizons Society for Autism & Special Needs - $1,666.66 from Electoral Area D, $1,666.67 from Electoral Area E, and $1,666.67 from Electoral Area F, for a total of $5,000

    5)     Williams Lake Field Naturalists - $880 from Electoral Area D, $2,200 from Electoral Area E, and $2,200 from Electoral Area F, for a total of $5,280

    6)     Williams Lake Trail Riders Association - $1,666.66 from Electoral Area D, $1,666.67 from Electoral Area E, and $1,666.67 from Electoral Area F, for a total of $5,000

    Still further that consideration of the Grants for Assistance application from the Anahim Lake Community Association be deferred to the January 2021 Central Cariboo Rural Directors Caucus meeting.

    That the agenda item summary from Darron Campbell, Manager of Community Services, dated September 10, 2020, regarding a proposed three-year contribution agreement with the Rotary Club of Williams Lake Daybreak and the City of Williams Lake to deliver the annual Stampede Parade, as referred by the Central Cariboo Joint Committee to the Central Cariboo Rural Directors Caucus' Grants for Assistance process for consideration of funding for the 2021 event, be received.

    That the letter from the City of Williams Lake, dated October 21, 2020, together with the list of City parks facilities and services that could be jointly funded between the City of Williams Lake and Cariboo Regional District, as referred to the Central Cariboo Directors Rural Caucus for discussion and a report back to the Joint Committee, be received. Further that this discussion be referred to the January 27 meeting of the Central Cariboo Rural Directors Caucus, and that City of Williams Lake staff be invited to participate in the discussion.
