    Should the Board wish to provide concurrence, the following resolution can be endorsed:

    That the Board of Directors concur with the TELUS proposal to construct a telecommunications tower BC105335, located on That Parcel or Tract of Land in the Vicinity of Hourglass Lake, Range 3, Coast District, Containing 4.002 Hectares, More or Less (Crown file 5408145). Further, that staff be instructed to advise TELUS that:

    • The Cariboo Regional District is satisfied with TELUS’s consultation process, as outlined in ISED’s Default Public Consultation Process;
    • That the proposed tower is a permitted use;
    • The proposed design and location is acceptable;
    • That the Cariboo Regional District has been consulted and concurs with the tower location.

  • That staff be authorized to submit an application for project costs up to $150,000 to the 2024 UBCM Local Government Development Approvals Program in support of the consolidation review of CRD zoning and rural land use bylaws.

    Further, that staff be authorized to undertake all required grant management activities as necessary.

  • That the following resolution be referred for consideration at the upcoming North Central Local Government Association Convention and Annual General Meeting:

    WHEREAS the ALC has unilaterally changed their interpretation of the ALC regulation, requiring a notice of intent for the import of soil or fill onto properties and its subsequent approval prior to construction of any detached ancillary residential structure;

    AND WHEREAS local governments are prohibited from issuing building permits prior to receipt of such approvals, creating an unnecessary regulatory burden on both land owners, local governments, and ALC staff for structures which are regulated through size restrictions in local government zoning bylaws;

    NOW THEREFORE BE IT RESOLVED THAT the North Central Local Government Association and Union of BC Municipalities call on the Agricultural Land Commission to cease requiring notices of intent to be made under section 20.3 of the Agricultural Land Commission Act for residential ancillary buildings and structures on lands in the Agricultural Land Reserve;

    AND FURTHER THAT any future requirements conform clearly with the Agricultural Land Commission Act and enabling Regulations, and changes to requirements be done through legislative and regulatory amendments, not interpretive judgement.

  • That the following resolution be co-sponsored with the City of Williams Lake, and be submitted for consideration at the North Central Local Government Association’s 2024 annual general meeting:

    WHEREAS Alkaline Hydrolysis Process funeral services present an opportunity to reduce the environmental impact of preparing and interring human remains by significantly reducing the amount of carbon dioxide emitted from burials and land use requirements for storing human remains;

    AND WHEREAS the Cremation, Interment and Funeral Services Act does not permit Alkaline Hydrolysis as an acceptable process for preparing a deceased person’s remains;

    NOW THEREFORE BE IT RESOLVED that the North Central Local Government Association and Union of B.C. Municipalities call on the Minister of Public Safety and Solicitor General and Deputy Premier to prepare and introduce a bill in the Legislative Assembly of B.C. to amend the Cemetery, Interment and Funeral Services Act to allow the alkaline hydrolysis process as a permitted funeral service.

    That the operating and occupancy agreements with the 100 Mile House Curling Club be renewed for a five-year term with the current conditions, including an annual fee of $12,000 payable by the club and that the appropriate signatories be authorized to execute the agreements.

  • That the following resolution be submitted to the North Central Local Government Association for consideration at its 2024 annual general meeting:

    WHEREAS rural B.C. has a proportionately larger and faster growing seniors’ population than urban B.C., yet has less infrastructure and resources to support its aging population;

    AND WHEREAS a greater and more focused provincial response to ongoing concerns about inequities in services and supports for seniors in rural B.C. is required to address the inadequacies of current approaches to such issues;

    NOW THEREFORE BE IT RESOLVED that the North Central Local Government Association and Union of B.C. Municipalities endorse the recommendations of the Office of the Seniors Advocate’s report titled “Challenges Facing B.C.’s Rural Seniors” and dated February 2024, and calls on the Provincial Government to implement said recommendations;

    AND FURTHER that the NCLGA and UBCM call on the Province of B.C. to begin doing so first by establishing a Ministry or Minister of State for rural B.C. in recognition of the geographic imbalance of regional representation in the Legislative Assembly.
